Performance and "Cheap" are not synonymous. Even NOS will run you around 200 to 500 depending on the brand and quality of kit you get. Remember if your using a NOS set up then you'd do good to get one that is of good quality which is going to run you a little more than the "El - Cheapo" junk. If NOS is not right you can damage the engine. Too lean will smoke your pistons, valves and other problems come into play.

The best way is to build what you want for the type of driving you plan on doing. Remembering that "Hot Rods" don't always make the "Best" Street cars and will always cost you more over time than a stock ride. Not only that but the building of a "Hot Rod" car or truck is a sink hole for your wallet. I don't know of much that costs under a "C" note that adds power. Some dress up stuff, which doesn't add any power at all, is below $100.00. Add you some headers, upgrade the ignition system and get an Electric fan that will add power you can feel, about 50 horses. The cost is going to be roughly $600.00. Performance doesn't come cheap.

A 125hp kit from NOS at Summit will cost you $399.95.

Not knowing what you're doing will cost you thousands.

I would stick to the clutch fan! I have raced cars since the late sixty's, I have blown up flex fans (wide and thin blade) on the street and at the track, and it raises hell with everything, body, belts, rad, water pump, when I hit 2nd gear, I thought I blew my motor. I have toasted 1 clutch in the fan, but then again, I don't even knew where it came from. I have used clutch fans the most, and have used and have an electric on my Coupe raditor (I only ran an alt. at the bottom on the front), but it does draw amps, and needs good wiring. I have a friend that lost 1, almost 3 fingers when he was working on some else's car, and Not wired to the key and just started up, and off it went.
You really only need a fan in traffic and idling and a "clutch fan releases @ rpms and you don't lose anything you going to notice, it's pretty much maintenance free! the part I like.

Just my .02 worth.

At the end of ElkyPete he said: "Add you some headers, upgrade the ignition system and get an Electric fan that will add power you can feel, about 50 horses."
And I just told what my experiences with different fans has been. (At our shop we also sell electric fans. I think you should put your money else where.)

There was a topic elsewhere about clutch fans. Didn't see the part you mentioned.

What kind of engine are you talking about?
There are a couple of "cheap" upgrades that you can do. for example holley has a "sytemax" kit in summit for about 1400. It comes with matched heads (assembled), cam, lifters, pushrods & intake. I believe they have it for the SBC, possibly BBC?
Just a thought.

I'd rather have an electric fan. It does release up to 15 horses, no nonsense. If you were working on mine or any other car, new car, with an electric fan/fans they come on at what ever you set the thermostat to, temperature wise or if the AC is running, if you have AC. At present I am running a Black Magic single fan in Texas heat with my AC in heavy traffic, I have that on a ZZ383 and HD radiator, that is pretty much it, never had heat issue so far. I run a Serpentine set up off of a 91 Chevy Pickup and the fan doesn't even cover the whole radiator just about half, maybe a little more. It's mounted dead center of the radiator. It keeps the engine cool enough and the AC doesn't fade in and out with speed so it pulls sufficient air.

Personally, I wouldn't own another automobile with a manual fan. My fan seldom comes on while I am on the freeway unless it's like I-183 between Dallas and Ft. Worth and traffic is practically stopped. I think the average speed in the rush hours is like 15, when and if you ever do move. :D I also have a 105 Amp GM Alternator off that same year pickup never had a dead battery or had issues when driving in the rain, which I try hard not to do, at night with the AC on and I have another electric fan on the Trans cooler (B&M Super Cooler).

Wiring is nasty in most old vehicles. If your having wiring issues then I'd say you should get that fixed soon. You can loose you Elky easy to a bundle fire.

Hey Good Luck!
