You should not have any problem replacing your V-6 with a V-8 here in Texas. Athens is a pretty small community and getting it inspected should not be a big problem as long as it is running well and not belching big gobs of black smoke. I would check around with some of the other local hot rodders and get there opinion as to how far you can go in your area and what you can delete from your engine. I have replaced my Carburetor with a TPI fuel injection and have had no problem with state inspection.

I got my 84 inspected a couple of months ago and the guy told me that you didnt have to get an emission test if your car was made in 81 or before.

25 years or older, no emissions testing.

If you register it as an antique, no state inspections at all.

texas state safety inspection looks at the model year of the car and then looks at all the underhood drivetrain equipment. if you do not have antique plates, then car is to have what factory installed. If it had a factory convertor and an air pump, then car will still need those items on the engine to pass visual inspection. They do not have to work, but have to be installed. If not, then no safety inspection. every car 24 years or newer in certain counties require emission inspection as well. then those items must also work in principle to pass emissions. Likewise, if any police officer looks under your hood, and those items are missing on a model year where required, the driver will be ticketed and the car can be impounded as well. this prevents newer cars from being modified even though an emissions inspection is not required in those counties. Now on top of that, if you were to drive such a car in an emissions county and get screened by a mobile monitoring device, then the car can be ticketed by mail without you ever being stopped. if you go home and don't pay the fine in the mail, then when the car's registration is renewed, they will not let you reregister that car in your non emission county until you pay the fine with interest AND then your car must also get emissions checked and you must pass emissions to get it registered from now on.

I was told by the guy that did my emmisions test that you do,t have to get a test if your car was made in or before 1981, so your in luck. Also, I know a guy with a 1984 chevy pick-up that had a rebuilt 350 with no emissions equiptment on it and he says he passes emissions because it runs so clean.
