will boring an engine .030 over affect the compression ratio?

Coming at the answer from a purely mathmetical aspect, I would say "yes" since you are increasing the volumn but not changing the stroke. It would not be much of a difference, about 1.5%, however.

Let's run the numbers. A stock 350 has a piston displacement of 43.73 in^3. When you bore it 0.030 over, the piston displacement changes to 44.39 in^3. With a set of 70CC heads, a set of flat-top pistons (5CC valve reliefs), and a .040 quench height, the compression will go from 9.61:1 to 9.72:1. It changes, but not much.
