Does anyone know what kind of paint would be good? Or any advice on where to get it? I'm looking to get a good one, because the paint that is on it presently was very low quality. And what price range a good one would be in? Thanks 8) I want my elky to SHINE!

Base coat-clear coat is a really good way to go. Get an extra one or two coats of clear put on it. It will add to the price somewhat, but it will really shine. You also want to get it blocked so it will be super straight.
Shop around to get your best deal, but make sure you see some of their work to see the quality. Expect to pay at least $1500 (very low end) and up to get a real quality paint job.
