What causes my left turn signal to blink allot slower that the right
which seems to be normal?

turn signal fuse under the dash...easy to get to.

This indicates you have bulb out. The fuse would shut down all turn signals all together.

Checked the bulbs, all working and if I manually move the left hand lever off and on the signal works. when I turn it all the way on it blinks very slowly...I'm thinking it's the flasher relay....

8) Are you sure the fast side isn't the bad one? That could be a ground problem. :?

The slow side is so slow you would not no if it was working or not...
kind of dangerous....

Turn signal flasher relay.....

Increased resistance is the most common problem, leading to a slow flash rate, or to not flashing at all. Typically, this is caused by bad connections, either in the circuit wiring, internal switch contacts -- particularly the hazard switch, or in the ground connections at the bulbs.

I will be checking the bulb connection first because its only the left one...

Problem solved... It was the ground plug that goes into back of the bulb retainer. It had started to back out...pulled it out looked at it, seen no corosion and plugged it back in and works like new. No biggie but I thought I would report back anyway.....
