Goal: 4-speed with a GM T-handle shifter in an 85 federal A body elky.

Is this a bolt in swap?
I am in Ca. do I have a smog problem comming?
Are there bolt in parts, and if you know, what do you recomend?

What is a "85 federal A body elky"? All 1985 El Caminos were G Bodys. If you mean a 5th Gen Elky I would recommend a Richmond trans conversion kit; it has everything you would need.

Is this a difficult swap? I have always wanted another 4 Speed, since getting rid of my 70, but have heard it's not an easy thing to do. Expensive? On a difficult scale, 10 being the worst, what would you consider it to be?

I have the factory g-body chevy bellhousing if you need one. The swap is worth the money too. Nothing beats the feel of a good ol 4-speed!!

hotrodjim,Some excellent info on 4 and 5 speed swaps in located in a forum several pages away,posted by Chvypwr on Oct. 16, 2003.Chvypwr, Poltergeist,R Rope and Theelcaminofactory have posted some great info for anyone looking to do the swap or read about it.Like Mrapii said,it is not cheap,but slamming through the gears in an El Camino is sure as hell a lot of fun!
