Someone told you wrong. You need a non-computer carb and a vacuum advance distributor. The advance of the '84 distributor is controlled by a computer with info from engine sensors. Just hooking it up to 12 volts is doing nothing. Same for the carb.

So i need like a 500 or 600 cfm carb and a HEI vacuum advance distributor.
Do i also have to change the intake?

Do you have a carb off of the '78? If you do and it's for a V8, use it. If you need to buy a carb, I personally would look for a pre-computer Rochester 4V. The intake manifold I believe takes a spread-bore base carb. There are after-market carbs with this base and also adapters.

The intake manifold spread-bore base carb??
The 1984 intake manifold??? is spread-bore base carb??
a pre-computer Rochester 4V will go on the 1984 intake manifold???
also what about the EGR?

The '84 intake is for a spread bore 4 barrel carburetor ( 4V stands for 4 barrel) Rochester Quadrajet carburetors have the spread bore design. The secondary openings are larger than the primaries. The other base design is called a square base. The secondaries and the primaries are the same size. A square base carburetor can be used on the '84 intake with an adapter.
And yeah, a pre-computer Rochester carb will fit the '84 intake.
The idea behind the spread bore is too give you better gas mileage when cruising on the small primaries and still having an overall large CFM when you open all 4 venturies.
Look at this site,

Also type in "spread bore carburetors" on Google.

You could check into an aftermarket MSD or Mallory HEI non vaccume advance Distirbutor, just to name a couple. Very simple install, not much cash, and it would be NEW without possible worn parts. Just another option you may want to explore.

Yes, looks like it's missing the fuel filter housing (nut). That's the part that screws into the carb fuel inlet and holds the fuel filter. The fuel line screws into the fuel filter housing.
