My elky had an aftermarket CB installed (presumably aftermarket), its a GE model, looks pretty standard for civilian uses. I have a basic grasp of electricity and electronics, however this one has me at a a loss. The unit receives no power; the lines that are apparently supposed to provide power connect to a link I cannot see (black line) and a loose fuse (red line). I feel like the two lines make no complete circuit. If anyone could suggest a way to refit the unit, that may be the easiest solution. There is also a third line, labeled antenna, I have no way to know if it is in fact connected, I can only assume so.

ok You need a battery(positive side) the red line usually has an inline fuse, maybe the other half is missing , and the black wire is grounded( or the unit itself) any way you can, so this will provide the power.....................Now the antenna is the hard part, you need a special antenna that will screw to that male fitting on the unit, the larger male threads. The antenna must not be spliced . its sold as a one piece unit, use to call them whips t hey now are magnetizd so it will stick to roof, ,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,Jerry...oh the speaker is usually in the unit

where should the second half of the red line ( after the inline fuse) connect to? Some sort of power source?

yes,look at the fuse box,there should be a spotwhere you can tie in to.if there is a spot that reads "ACC" or "BAT" will work,the only derfence is ,acc works with the key on pos.,or Bat and have power to it at all times.:beer::dontknow:
