My friend has the same problem with his 78 Elky.

The problem on his is that the emergency brake cable is rusted and froze up. I messed around with it trying to lube it and got it working a little bit but after a month or so it was the same way again.

Its just going to take a new cable to fix it, at least in his case.

Remove the rear wheel, either one, have someone try to set the brake. You should see the cable move and the brake go into a lock up situation. If you don't then its the cable. You can find out if its both or just one side by disconnecting the line about 2' up from the drum, it sits in place no screws or that sort of deal to remove.

Disconnect the line and pull on it it should pull out. Check both sides then if they work its in the front cable coming from the foot pedal. Have someone try, or do it yourself, to press in the pedal with the two back lines disconnected.

It could be difficult finding a cable for that year but I don't know.

Today I tried to tightin the cable from under the car but that did nothing. So Iam going to replace the cable. Does anyone know where I could get a new or used cable in or around CT or somewhere online?

Last night I just bought a very bad looking (the outside) 79 Elcamino SS. The e-brake in that still works is there a way that I could take that whole set up out of that car in put it into my Elcamino. Dont get me wrong but the SS has not motor and it is in very bad shape and it would take lots of money to rebuild. So Iam just piceing it apart for my car. Way off topic so if anyone has any thoughts on the e-brake feel free to comment.

The cable on my '78 was stuck when I bought it, in the down-tube by the pedal. I checked the exposed cable under the drivers door and it was all free and loose. I shot some WD-40 in the tube by the pedal ... VERY CAREFULLY because the fusebox is only inches away ... worked the pedal and the exposed cable underneath a few times, and it finally broke free. But it took a few more tries to get it to release fully every time. Will replace the cable sooner or later but for now we'll see how long it stays unstuck ...
