Sure, but by living in California, I would think that no matter where you live there, the removal of ANY emissions equipment is not legal. There are aftermarket parts that can be used while maintaining the emissions equipment. Aftermarket heads, cam, intake, carb and headers can be purchased and installed and still meet Californias, EPA requirements. You won't get "pull the front wheels off the ground performance" but you can still get the car into 12's in the 1/4 mile with some planning. 500 hp doesn't mean diddley squat, if the tires don't stick, although it does look cool as you melt your brand new $135 apiece B.F. Goodrich tires..."smoke em if you got em" I always say...no wait thats cigarettes isn't it? 8O

In a nut shell in California for a swap the motor must:

1. Meet or exced the smog requirements for the year motor being installed.

2. All emissions equiment must be installed and working.

But you can't take a 69 motor and install it in an 80s car. Usually you have to be going with a new motor then the car. If you tried using an older motor then they would say it has to meet the minimum for the year of the car. As far as getting away from the computer, only if you can get a new motor to run as clean or cleaner. I don't think any of the create motors are smog legal.
