My car has a heater and the fan is always on low. Is this normal and whats the easiest way to install a switch to shut it off if I dont want to listen to the fan run all the time? Thank you!

Having the fan on all the time was a government mandate, to prevent exhaust carbon monoxide from entering the inside.
Maybe your heater blower needs a new motor if it's kinda loud. I can't hear mine run.

I guess I just need to install my stereo so I can turn the volume up to overcome the fan noise. I have been used to driving my brand new chevy's for too many years.
