small green box, has AC on it. 3 wires run from it to back of speedo. has two plug ins on other side.
buzzer or what?

It's the VSS
Vehicle Speed Sensor.

Is it necessary? mine was not hooked up on the plug in end?

Provides data to ECM for TCC Lockup, and to Cruise Control. If you aren't using cruise, and have another method for TCC lockup, then not needed.
