Can someone please tell me the official name for the missing part that is suppose to go here on the back window? Is this a rear defrost or something? And is this a part I can simply plug in, ( I hope, I hope) LOL

I don't believe that the El Camino ever came factory with rear defrost. If it is rear defrost someone may have added it. I'm wondering if that was an aftermarket third brake light?

OD could be right about a brake light, easy to test. Hook up a test light to each slot and hit the brakes, if one of them causes the test light to come on, there you have it.

To answer the question, that is an add-on third brakelight, and yes you can fix-it yourself.
I installed one just like it on an old Caddy back in the early 80's
