: Shimming the crank pulley?

I've tried to get the belts to line up on my '68 307 motor. I've swapped back to the origional double pulley off of the water pump, from the triple that a former owner tried to use from a late model Buick. The belts were all messed up, rubbing on each other. I went to the local Chevy dealer and got the correct pulley for the engine.
The belt that I'm having trouble lining up is the power steering pump to the crank. The belt rubs across the bottom of the water pump pulley, but just barely. I thought if I could take the outer pulley off of the crank and just shim out that section that the belt would clear the other pulley. Is this going to create another problem?

is the power steering pulley and pump the original one? or the brackets for it? maybe the brackets or the pump, or hell even both are wrong, shimming doesnt sound like a good idea to me.
