What does PA Allegheny County require for emissions on a 1983 to 1987 Elky? We will want to register it as a daily driver. Does it have to pass the new computer test or just the tailpipe check or is it exempt because of age. We are still looking and don't want to buy a car that we can't get inspected.

You'll have to pass the annual tailpipe sniffer test and visual emissions equipment inspection if you drive the vehicle more than 5,000 miles annually. You will not have to pass the new test where they plug into the vehicle's computer, that is only for 1996 and new vehicles with OBDII. Now, if you get classic car plates, the emissions test is waived and you only have to get the annual state safety inspection. The trick with classic or antique plates is that you can only drive the vehicle once a week for personal/leisure use and as much as you want for club functions, shows, cruises, exhibitions, etc.
You will only have the pass the tailpipe emissions requirements for the year your vehicle was produced. 1978 requirements for 1978 model year. It doesn't look like PA will be introducing a rolling cut off for emissions anytime soon. As it stands I believe the last vehicle that does not need emissions is the 1974 model year. 1975 and new = emissions in most counties.

We plan to run regular plates and have it for a semi-daily driver. The two 71s have antique plates with collector's insurance and we don't want to be so restricted with the Elky.
