Here is what I have seen the problem being in my cars in the past. There is a cable that goes from the AC / heat control lever on the dash to the Heater Door under the dash. Most of the time that cable has an end that has either cam undone from the door lever or more often than that the end brakes off or just falls to pieces and the cable than will no longer work the door.

Take the Glove Box out and look at the heater box. You should be able to see the cable end on the box and be able to see it move the lever and hear the door close. That is about the only thing I have seen that causes the problem you have and lots and lots of older cars and trucks have the exact same issues. Most people don't look for the problem but it is an easy fix.

On my 76 it had a small plastic end on the cable that went over the lever on the heater box door. That plastic had broken off so I used a Wire Lug, crimped that onto the end of the cable put that over the door lever and Viola! Heat and no heat on demand!

Good Luck!
