Can't link to the picture, but if the damage is not too bad it can certainly be fixed.

I would try and find a used header panel and light bezel at the wreckers, should be lots there from malibu/El Caminos. http://www.azclassics.com/gmcars/84elcamino/index.shtml
You could try repairing it with fibreglass and pop rivits but these pieces are press molded "stuff" and are a pain to fix properly.
Looks like you will also need to use a slide hammer on the front of the fender and maybe "tap" the rad support a bit with the adjusting tool.

in my opinion i would take it all off before tryin to fix it. It is goin to be very hard to fix the damage you have with everything on the car. A little bit more work but to get the fiberglass mat and all to lay on there good and get enough layers to be half solid it should come off. also that will give you better access to that fender to get it fixed. That again is just my opinion

i would take the header off, its pretty easy, i was suprized, and i would take a grinder and grind down the top of ita couple layers, and lay some matte over it, and do the same with the bottom, then grind it on a slower speed as flat as possible, then throw some bondo on it, and airfile, or block sand it, and u should be good to go
thats if u feel up 2 work
if ur lazy like me ud just find a new one
