I just solved the mystery on the cowl tag info. The code was 21M not Z1M. According to some sales info I just purchased, 21M is the lower trim code for a blue El Camino SS. In addition, i just received a copy of the original dealer invoice confirming that this is indeed an El Camino SS.
I don't know why it was repainted maroon, with the later 86-87 style decals and interior, maybe a former owner liked the color. Carfax didn't show anything other than the speedometer may not be accurate, and I already knew about that from the KY title.
In the meantime, I'll drive it as is (may restore it later when I have more $$$).
