Yeah, 8.5 to 1 compression, less aggressive cam profile, smaller valves. Inefficient intake manifold, bad flowing heads.

Yeah, a belt being too loose will squeal but too tight is kinda rare. Chances are it's the new chrome pulley. I had the same problem and did as was suggested above and it was all fine.
