Im not sure exactly what its called, I think its a choke plunger, I know what it does just not what its called, anyway after my car sat for 3 years at my parents house I started working on it and realized that this "plunger" is off, Im assuming my brother took it off. so where does it mount and what vacuum line goes to it? Thanks

Do you mean the vacuum break that pulls the choke open on startup?

That connects to manifold vacuum, usually a small port right next to the break, no more than 1" of vacuum hose needed.
