The only way that I know you can do duals is from the back of the catalytic convertor back. You cannot add cats and cannot relocate the stock one.

There are legal headers you can get for your motor. Hooker has some that legal with the smog tubes. What year car and what motor do you have?

Here's what I did on my 1987. I used the Edelbrock tubular exhaust system for the 84-88 Monte Carlo SS (this has the 4 bolt high flow converter). Get a new Monte converter, and the Monte SS complete exhaust system & hangers. You will have to get 2 short pipes to go between the exhaust pipes & the mufflers to compensate for the longer chasis on the El Camino, but the factory brackets for the tailpipes and muffler hangers bolt into pre drilled holes on my 1987, I bet the 84 has these same holes already drilled in your frame.
The Edelbrock TES has provisions for all of the factory emissions lines and oxygen sensor, and they look great, like true duals from the back. And should pass any emissions test. (How many inspectors know whether or not dual exhaust was an option for a 1984 El Camino? Probably not too many!) The Edelbrock system is CARB certified for California emissions, so should be legal anywhere.
