What are the four holes at each of of my '68 tail gate for?

Two at each end of the tail gate, two on the body next to them.

I'm thinking for some sort of missing trim, but then I would expect a few more holes for retaining hardware.

Previous owner did a terrible paint job, so maybe he filled some holes, but not all?

Trim level for this car should be "Custom" and it had a factory 327 and AC.

Front fender script says Malibu, I thought these were Chevelle variants?

Looks like I will fill the rest.

Not a big fan of unnecessary holes in the body.
They allow water in to places I want to keep it OUT of.

Already fighting rust, in an area of the country where it should never have been a problem.

Car was built at Fremont CA, now lives in No. Nevada, where rust is unusual.
Still only about 150 miles from the assembly plant.
