Im new to here so please dont mind any "rookie mistakes"

So i've had this 79 el camino sitting in my garage for a while. My dog got under it and chewed up and ripped out all these wires. These wires are red, yellow, green, and black and are located at the back of the car. Im 95% sure that these are just tail light wires, but i need help on how to fix them. Can i just splice them? Or do i have to get the replaced?

Just splice them. As long as the splices are good and waterproof you shouldn't have any problems later on. Use heat shrink tubing over the splice or the splice connecters that can be heated and shrunk to seal the connection.
