May be that the proportioning valve is stuck open?

I just went through the same thing recently when replacing the brake lines on my daily driver. I've never been happy with vacuum bleeding on disc brake calipers. It'll get you close, but nothing beats a pressure bleeder or the time-honored, two-person system. Get a helper, try it again and you may be pleasantly surprised.
