Basically the horn completes a circuit to ground through the horn ring to the contact in the turn signal. I’m not 100% clear on how the horn button itself goes back to ground. The circuit would have to pass through the steering stem and across the bearings.

Typically the Factory Assembly Manual is going to have the kind of exploded diagrams that you are looking for, not s Service Manual.
The factory assembly manual does not show any breakdown or illustration of the horn cap, horn ring,or any related parts.Page 428 shows the breakdown of parts for the wood steering wheel,I am lookong for the parts breakdown of the standard steering wheel.what parts are needed to assemble the horn ca to the horn ring and related contact parts?

Well, if the resources you currently have don't show what you are looking for then you'll have to expand your research. Maybe check some other forums for Chevelles and other GM A-bodies as they may have the part numbers, exploded diagrams and step-by-step instructions that you are looking for.

Happen to have a few scans from when I was doing a 66. Maybe duplicates of the unwanted diagrams you already have. Also a couple old pics from when I was selling leftovers on ebay. Maybe will help to show some of the parts you need to pull together your assembly.
