I pulled off a repro bumper from my El Camino that someone has started to strip the chrome off. The chrome was tissue thin, and comes off with little to no effort with a mild grinder. Might be the only way to get a de-chromed one.

I looked at getting my rear bumper powder coated a few years ago. The cost was very high. Might be cheaper to get one of the fiberglass bumper covers and paint, if they are still available.

Not a stupid question. A friend does powder coating and he says he can coat over chrome. But how long will it last?

Depending on the color, you might have some luck with a wrap. I've worked on some fleet vehicles and they looked like they were painted. Can't vouch for longevity, but would be easy to re-do or go back to chrome if you feel different later. One other thing is I did have a bumper re-chrome shop strip the bumpers for my 73 Cuda, I can't say how much they would charge since I knew the owner and fixed a lot of cars for him.
