The good news is that was a downspout for rain runoff. It wasn't all that tough, nor hard to replace. They get hit all the time by truck drivers, forklifts, etc.

Now, who's going to pay for the damage?? Certainly, the building insurance company shouldn't. Just track down the "OH ****" pair and have the vehicle's insurance company (probably isn't insured) pay.
