The Vin Number Plate is missing from my 1979 El Camino. Does anyone know if there is a Frame Tag somewhere that will have the Vin Number on it?

There is no frame tag. There is a hidden VIN derivative stamped on top of the rear frame rail rearward of the rear axle hump. Its facing up against the body and was stamped before the body to frame marriage. It can be next to impossible to see with the body on the car due to the limited room. Law enforcement would demolish the car if they needed to locate it. It was put in that location to hide it and prevent obliteration by car thieves.

Example of a 1970 VIN derivative: there would only be one Chevrolet with the unique code in 1970.
10L123456
1 - GM Division Code, Chevrolet
0 - 1970
L - Final Assembly Plant, Los Angeles (Varies to which plant actually built the car)
123456 - Last 6 digits of the cars vin, could be anything from100001 to 999999

That is all that would be hand stamped on the frame at the final assembly plant, called the COP VIN or the CON VIN (confidential VIN) and would be stamped on the body in 2 hidden locations, on the engine and the transmission as well and tampering with them was a criminal offense.
